Brief descriptions about the individuals
comprising HIE staff can be found below.
Willie Heath, President
Willie Heath
is co-founder and President of HIE. Mr. Heath has more than 20
years of experience in the business consulting and contract
management arena. An accomplished speaker, he serves as HIE’s
spokesperson and leads informational seminars throughout the
United States on topics such as GSA Schedules and government
contracting.
Willie has been an invited speaker for many
organizations, including the Small Business Administration, the
Small Business Development Center, National Contract Management
Association’s, American Airlines, NAFA Fleet Management
Association, just to identify a few.
Willie earned his BS from Texas Wesleyans
University of Business Administration. He has served on the
board of the Associates of Black Account in Dallas, Texas.
Willie also served on the board of the Arlington Black Chamber
of Commerce in Arlington, Texas.
EXPERIENCE
General
Services Administration-- This organization is a branch
of the Federal Government. GSA is the largest purchaser of Goods
and Services for the Civilian Agencies and procures products and
services for its U. S. Government “clients.” These clients
include most agencies of the executive branch, the judicial and
legislative branches, and Government facilities worldwide. Major
responsibilities are to provide support to all regional
contracting personnel, receive and safeguard all subcontracting
plans. Responsibilities included making the public aware of
Government contracting opportunities. Also, he was responsible
for increasing competition and assisting small, minority, &
women-owned, HUBZone, veteran-owned, and service disable
veteran-owned businesses. This includes procurement/contracting
opportunities in various areas such as commodity and services,
design and construction and space planning of buildings,
telecommunications systems, and commercially available computers
of all sizes and types, and computer maintenance, repair, and
software.
As a regional director he had the following
responsibilities-- Managing Director; Small Business Utilization
Office
- Oversaw all compliance, legal, regulatory,
and operational issues.
- As a senior manager, started, organized,
and managed a high profile organization within the Federal
Government.
- In keeping with government philosophy that
the business community should be actively involved in
government procurement, started, organized, and managed the
first and only nontraditional 8 hour training program at GSA
on “How to Do Business with the Federal Government.
- Participated in short and long term
procurement activity. Reviewing ongoing procurement actions
to determine appropriateness for set-asides, utilizing
resources maintained in the Business Community.
Training
- Developed new programs for the Small
Business Liaison Officer (SBLO).
- Personally taught GSA contracting officers
Nationwide on aspects of the Small Business Program.
National Small Business Training for GSA
Nationwide Small Business Program
- Responsibilities included training the
entire 11 regional offices nationwide as it pertains to the
Small Business Program, ensured that all the Directors over
each of the regional offices were training as it pertained
to the small business program.
- Responsible for development of training
materials nationwide.
Compliance Officer, Nationwide
- Provided in-depth assistance (including
training) to GSA Contracting Officers Nationwide and
contractors in the preparation of subcontracting plans;
serves as the principal office for assuring Standard Forms
formally known as the 294 and 295 were received as required
and on-site compliance review of the performance under the
approved subcontracting plan.
