Subcontracting Plan Development & Electronic
Reporting for Large-Prime Contractors:
The
federal government has a electronic
subcontracting reporting system (eSRS) that
requires Large Business to report their
socioeconomic dollars.
Some
large businesses need assistance to act in
accordance with this in depth reporting
requirement. HIE
offers your organization assistance with this
subcontracting reporting system by which we:

Review your awarded subcontracting plan;

Work with you to scrutinize your current
subcontractors, letting you to categorize
the various socioeconomic types of small
business concerns involved (including small
disadvantaged businesses, woman-owned small
businesses, and service-disabled veteran
owned small businesses, etc.) as well as the
applicable contracts and DUNS numbers.

Hold conference calls as needed with a
representative of your organization to
ascertain exact accomplishment toward
subcontracting goals and current
subcontractors dollars.

Electronically submit semi-annual
Subcontract Summary Reports (SSRs), as
required by DoD, GSA and SBA.

Electronically submit the annual Individual
Subcontract Reports (ISRs), as required by
DoD, GSA and SBA.
Industrial Funding Fee (IFF)
: The GSA Federal Acquisition Services under
their Federal Supply Schedule Program accesses the
Industrial Funding Fee which funds that MAS
program. Each
MAS holder is required to report all sales under
their contract.
Once determined they are to remit the
appropriate payment on a quarterly basis.
GSA has
an Industrial Funding Specialist who routinely
visits your office and advises and even audits
the contractors to ensure that they are
in compliance. HIE will assist your company in
ensuring compliance with this regulation by:

Reviewing your company’s appropriate system
and procedures which will ensure the correct
classification for your government sales;

Report through using the government form
(72a) for accuracy, timeliness, open market,
and other direct costs;

Advocating to your organization the
appropriate Standard Operating Procedures to
ensure compliance with federal regulations;
and
-
Developing a report of Findings,
Determinations and Recommendations.
Corporative Educational Seminar
at HIE or your site. We will conduct a seminar/presentation to your sales, executive, legal,
and contracting personal as it pertains to the
GSA MAS Program and federal sales through your
organization’s explicit contract terms and
conditions.
